Highlights:
As I mentioned at the beginning of the Newsletter, COP28 has been considered one of the most important in recent years.
What’s COP 28?
COP28 is the 28th annual United Nations (UN) climate meeting where governments will discuss how to limit and prepare for future climate change.
The summit is being held in Dubai, in the United Arab Emirates (UAE), from 30 November until 12 December 2023.
COP stands for "Conference of the Parties", where the "parties" are the countries that signed up to the original UN climate agreement in 1992.
COP28 and controversies
The location of the conference was controversial due to it being a traditional exporter of fossil fuels. Some say it is a sign of openness to investments in renewable energy. But many climate experts were also opposed due to the fact that the president of COP28 is Sultan Al Jaber, who heads the UAE's state oil company.
At Opening Plenary Speech, he said: “That means it is essential that no issue is left off the table. And yes, as I have been saying, that includes the role of fossil fuels. I know there are strong views about the idea of including language on fossil fuels and renewables in the negotiated text. We have the power to do something unprecedented. I ask you to work together. Be flexible, find common ground, come forward with solutions and achieve consensus. And never lose sight of our North Star of 1.5C, because that is what I am going to stay laser focused on”.
COP28 and Latin America
Although controversial and paradoxical, COP28 is highly relevant for Latin America for two main reasons:
The region, which is responsible for 14% of the world's food production and is described by the UN as "a pillar of world food security", is one of the regions most impacted by extreme weather events.
Most Latin American countries are committed to the energy transition, but they lack money.
Thus, one of the main objectives of representatives from the region at COP 28 is to present the countries' initiatives and raise investments mainly from rich countries.
If you want to better understand the whole context, I have separated some articles:
What's at stake for Latin America and the Caribbean at COP28 in Dubai?
Will COP28 Jump-Start Latin America’s Green Energy Ambitions?
It is important to remember that COP28 takes place simultaneously with two wars and, while trillions of dollars are invested in weapons, it will be difficult to deny money to save the planet.
Pope Francis himself called for investment against hunger and the climate crisis in his (remote) speech at the event:
The good news is that we are in the first days of the event and this is already happening:
And, ahead of COP 28, more than a hundred CEOs and senior executives from the Alliance of CEO Climate Leaders, led by Vincent Clerc, Chief executive Officer of A.P. Moller Maersk, have shared an open letter to world leaders.
Also, breaking news: A pledge to triple the world's renewable energy capacity by 2030 is poised to win support from more than 110 countries s during the conference that is happening today (Dec, 2):
COP28 and Brazil
Brazil played an important role in this edition. The largest delegation (1,337 registered), also made up of President Lula, is presenting several projects:
Brazil arrives at COP28 with an advantage against deforestation and 'skeletons' in the closet
Brazil presents a proposal at COP 28 to keep tropical forests standing
Brazil announces five calls for proposals worth almost R$21 billion at COP 28
Pará (Brazil) launches system to track individual cattle with investment from the Bezos Earth Fund
However, while there are good announcements, Brazil received an invitation to join OPEC+, the Organization of Petroleum Exporting Countries and Allies, causing more controversy:
Well, it's just the beginning! Let's follow the scenes from the next chapters.
